The IBRD Treasury provides Financial Advisory Program Services to World Bank Country Programs, in order to help IBRD clients use the IBRD banking products and services to best meet their development objectives, while minimizing their cost and risk.
The aim of the Financial Advisory Services program is twofold:
- To provide advisory services to assist the country director, the country team and their client define, assemble and optimize the portfolio of financing tools (lending instruments and banking products) and expert advice for the management of the Government's liabilities and financial assets available to further the country program as delineated in the CAS; and,
- To undertake due diligence on the country's liability management strategy and capacity, as part of the Bank's own risk management process.

IBRD Financial Products Training
The Banking and Debt Management team (BDM) offers a half-day (general) and one and a half-day (specialized) training on the IBRD Financial Products. The general course, "IBRD Banking Products Overview - Understanding the Financial Choices Available to Middle Income Borrowers," is designed to provide basic information about the financial and risk management products and related procedures.
The specialized course is targeted at Bank Task Team Leaders and provides hands-on, interactive training on the application of IBRD Financial Products. The course covers IBRD financial products available for both new and existing loans - the IBRD Flexible Loan, local currency, catastrophe risk financing, and hedging (currency and interest rate swaps, interest rate caps/collars, commodity swaps) - as well as uses and applications of these products, product delivery and associated operational procedures.

Distance Learning Program on the IBRD Banking Products
The Distance Learning Program on the IBRD Banking Products is a course designed to assist IBRD borrowers in making informed decisions about the terms for new loans, as well as for managing risks on existing loans. Through a carefully designed curriculum and the use of technology, learners and course leaders are brought together, although they may be in different locations and time zones. The program uses a combination of learning methods and materials - a self-study guide (available in both paper-based and interactive CD format, in versions for IBRD staff and clients), exercises, case studies and live teleconferences. Translations of the Study Guide will be available in Chinese, French, Portuguese, Russian and Spanish.
The objectives of this course are to help IBRD clients to:
- Understand the main financial characteristics of the IBRD's loan and risk mangement products;
- Know the options available to convert or swap IBRD loans and the procedures to follow to request conversions and hedges;
- Know the financial risks to be considered in choosing terms for new or existing IBRD loans; and
- Be able to make an informed choice and explain their decision.
Course participants are able to use the course materials to study in the comfort of their own homes or offices, and to participate as part of a larger group in live interactive videoconference sessions. The course can be arranged with multiple remote sites, enabling participants in different locations and time zones to share their experiences using the IBRD banking products and learn from each other. Training will be delivered to IBRD clients and field staff via teleconferencing either at IBRD country offices or at clients' facilities. The complete version of the course is designed to take around 18-24 hours of work. The course can be structured to meet the participants’ needs and schedules. For example, the course can be set up to run over 3 consecutive days, or it can be spread over a 2-3 week period, with participants spending 1-2 hours per day.
